Role Objective:
To Control and coordinate the activities of estimating staff and preparing tender prices and quantities from drawings and designs and detail all materials necessary to achieve required specifications and calculate cost estimates for projects. To audit the quantities surveyed by the Junior Estimator/Estimator.
STRATEGIC
- Develops accurate and clear cost estimates based on project data.
- Performs cost analysis such as preparing and analyzing costing for tenders to assist in anticipating project costs.
- Conducts feasibility studies to estimate materials, time and labor costs for projects.
- Assists in developing techniques/strategies to expedite the overall process of tendering starting from quantity surveying to completing the Estimation Sheets.
OPERATIONAL
- Performs site visits and gathering necessary information such as accessibility, availability of electricity and services.
- Negotiates and prepares bids for tenders.
- Provides estimates for projects, including negotiating schedules of rates with selected Builders and then historical data of tendered prices on all projects for evaluation and assists in forecasting future costs including updating of the estimating database.
- Controls and coordinates the activities of the Estimating function for construction projects and engages with estimators to prepare Pre-Tender Estimates.
- Supervises the work of estimators and provides technical guidance for estimators in generating cost estimates and interpreting gathered information.
- Coordinates with the quantity surveyors to schedule costs related to the project and communicates cost estimates with concerned departments.
- Coordinates with tendering department staff to schedule project costs, resources and quantities as required and prepare tender prices.
- Communicates with external entities such as subcontractors / suppliers to prepare cost estimates by gathering cost related information as needed.
PEOPLE MANAGEMENT
- Assists Chief Estimator to oversee the responsibilities and duties of all staff in the Estimation function.
- Assists in the training and development of personnel in the Business Development and Estimation functions.
Skills
Educational Qualifications:
Bachelors of Science in a relevant field of Engineering.
Experience:
Minimum of 6 years.
Behavioral Skills:
Customer orientation, team work, process excellence, visionary, strategy and planning, leadership, results orientation.
Technical Skills:
Good knowledge in common contract conditions format (FIDIC, JCT, Government etc.),formal QS certification, negotiating, computer skills and communications skills in English language (read, write and speak).
